He already gave you one: load the driver manually, and see what, if any,
error/warning messages come out.  Next, try searching the /sys hierarchy
for the device number(s) of the interface.  You'll need to read the
Linux 2.6 Device Drivers and Installation Commands manuals to understand
what you need to do with what you find.

I one wrote myself a little cheat sheet for doing this for QDIO/QETH
devices.  It will apply in a similar, but not exact, manner for LCS:
modprobe qeth 
echo 0.0.0f00,0.0.0f01,0.0.0f02 > /sys/bus/ccwgroup/drivers/qeth/group  
echo 1 > /sys/bus/ccwgroup/drivers/qeth/0.0.0f00/online
ifconfig eth0

Sit0 is the IPv6-over-IPv4 tunneling driver. If you are not getting a
LCS device created, have you tried loading the LCS driver manually? If
so, what are the messages?

Have you considered a support agreement? There are several organizations
that provide Debian support for issues like these.
