I'll bet (don't know) that part of what is OCO is some of the "special"
instructions which are not generally documented. I've read over on
IBM-MAIN, that there exists a "document" of describing some of these
instructions which cost $10,000 per photocopied page! I don't know if
that is true or not.

I do recall that the QETH module was originally OCO due to the fact that
IBM did not want people to know/understand how the OSA worked. I don't
know of anybody who makes an OSA equivalent, but I guess IBM thought it
was so radically advanced that disclosing information about it would be
foolish.

Much of z/OS is OCO because: (1) IBM doesn't want people to use
"internal" interfaces, probably because it forces IBM to "freeze" the
interface thus inhibiting changing it radically; (2) it is a good way to
make some money by selling the information under an NDA.
