Well said, Rick. That's really the key point -- if VM is to retain the role of premier virtualization widget, it's going to need to handle ECKD emulation for those older systems that don't/can't/won't do SCSI or FBA. Other than my instinctive flinch at introducing Java support into CP (give em a break, they just got C working properly, for goodness sake!), it's a darn good idea.
