This is how rumors get started.  :-)  RACF requires HLASM only if you want
to customize the way CP and RACF talk to each other.  If you are satisfied
with the defaults, then HLASM is not required.

In particular, the macros SYSSEC (does RACF defer to CP or fail the
request?) and GLBLDSK (bypass access control and audit for selected disks)
are the usual targets of such customizations.

HLASM is not required for the general IBM service of RACF.
