I believe the list of updated packages consists of all of the updates between SP2 ISO images and the SP3 release notes links on this page: http://support.novell.com/linux/psdb/product21.html It is a cumulative update, the service pack, so there should be care taken to actually update every single package updated since GA, which in the above page, would mean the entire list.
