CUPS has the capability to do both the overlay and the PDF generation, as well 
as printing directly to the department printer and a lot more. Combine that 
with Barnard's NJE Bridge, and you get a nice little solution, particularly if 
you have lots of VSE processing.  Talk to me or check out www.bsiopti.com for

To your other question, Google is a good place to start. Then sourceforge.net, 
and then freshmeat.org. 

Google tends to lead one to at least some candidates on one of the other two, 
then you can narrow it down from there. I search for "open source" and then 
some key words describing what I'm looking for. In this case, "open source 
print overlay pdf generation" took me right to cups.org.
