To start with, there is no "linux" side to zOS. zOS has "Unix Systems Services", which has nothing to do with Linux at all. If this is what you're referring to, then the best place to look would be the zOS Unix Systems Services manuals.
As far as debuggers, it would depend on what you're trying to debug. There are several available, and there are some commands in the base system that would be useful as well... -- Robert P.
