I believe you can pass kernel parameter via the IPL command

IPL 152 loadparm '......'

something like that. I have not used this though. This is in the SuSE
s390 documentation.

I'm not sure how to boot into a different runlevel in zLinux, but from a
running system you can use the "init" or "telinit" command to change
runlevels.

So to enter into single user without network, enter:

# init 1

For more info, do a "man init".
