I can't use mksles9root.sh on a z/OS - Unix Systems Services system,
because it doesn't have the ability to do the loopback mounts of the ISO
images.  Instead, I burned the CDs from the ISO images and used pscp to
make those "CDs" in HFS files on my z/OS system. Then, using
mksles9root.sh as a guide, I created the symbolic links.

I also created the YaST order and instorder files.  I created them in
EBCDIC and ran iconv against them to convert from IBM-1047 to ISO8859-1.
I do see a _potential_ problem there - when I browse them within the USS
system after conversion, instead of looking like two lines of text, it
looks like one line with x'0A' (ASCII Line Feed) between the two entries.
 I tried creating this in a Windows Notepad and transferring it as well
but in text mode - same result. What is the "line end" in Linux, '0D0A'x
or just '0A'x?

Did you use Mike MacIsaac's mksles9root.sh script to create the
directory structure?  The errors you're receiving can be the result of
not having all the proper symlinks, etc.

I created /sles9xroot  and in the dialog on the HMC with the install
system I gave it that directory. It is also the home directory of the
user I gave the dialog. The FTP log shows it retrieving

/sles9xroot/content in ASCII
/sles9xroot/boot/root in binary
/sles9xroot/content  _again_ in binary this time
/sles9xroot/media.1/info.txt in binary /sles9xroot/control.xml  in
binary

before (I think) the failure message occurs.
