The SUSE maintenance is retrieved via HTTP over port 80. You don't necessarily have to merge the service pack (singular, since service packs are cumulative) with your install tree, but it is preferable. Once you have your first Linux/390 system installed, why not migrate the data from USS to there? Then mksles9root.sh will work for you.
Packages such as mono are retrieved any way you want: via browser download, then scp to your Linux/390 system via wget or curl download from your Linux/390 system via FTP client to your desktop, then scp to your Linux/390 system via FTP client to your Linux/390 system Etc.
