You don't even need to download RPMs to install them. You can use rpm -Uhv http://... or other URL. If you do want to put them somewhere then /usr/src/packages/RPMS/s390x is probably as good as place as any, but as soon as they are installed you can delete them. The install process extracts the needed files from the RPM package and puts them where they are supposed to go, the database is updated with information about the package and its contents, and the system is through with the .rpm file.
