What Neale said,  including Mark's correction of that.

TIm,  an RPM file is really nothing more than a ZIP file with some
added inventory metadata.   (It uses a different archival scheme
related to Unix 'cpio',  but it's just another packaging thing.)
So it is totally up to you where you put RPM files.
