Evidently, copying the disk is not enough, and the system comes up, but says that there are zero spool files, and all the SDF files are missing.
I was able to get a tape drive attached (zVM normally has no tape drives, since they're hogged by his bigger brother, zOS) and used SPXTAPE to dump the SDF files, and then load them in the second level image of the new zVM. The hardest part was getting the use of the tape drive. (Which was what I originally was trying to avoid... Oh well.) Thanks for all the suggestions and comments.
