A 0xF0 indicates a coding error somewhere.  Technically it means that the
[virtual] OSA control channels are not in the correct state to proceed
with initialization.

First ensure you have all available Guest LAN/VSWITCH service on both VMs
(see http://www.vm.ibm.com/virtualnetwork).  Having done that, open a PMR.
