If the "installation key will be used to determine which packages to install" as Brad stated, and it's _likely_ to be along the lines of the current activation codes, this seems to imply some sort of external setup (perhaps in RHN) prior to installation. And a working Internet connection. Hopefully that's not the case, since that would be a horrible mistake. Most of the systems I install never have access to the Internet, and the ones that do, only get it long after the install has been performed.
Similar here; if Internet access is available, it's by chance and not design, and its by modem. I really don't like installers (eg Debian) that think install time is the right time to set up repos and download (hundreds of megabytes of) updates.
