Yes, they are using it in FBA mode. The problem lies in the fact that
the necessary DIAG does not work in 64-bit mode on 64-bit zArchitecture
systems, or at least not yet (Hey, Chuckie?).

The DIAG disk discipline only works in 31-bit machines, so >2G of
storage is useless -- you can't address it. FBA works regardless of
virtual machine size.

Yes, it does (and is the recommended method at this point for SWAPGEN on
64-bit systems).
