If you make the Linux virtual machine small enough (say half of what
z/VM has) then VM has no trouble to fit it in (actually when you add
up all Linux virtual machines and the total is about half of what real
storage is installed). Beyond that you need to tune VM settings. It
would not happen immediately, but after some time when Linux has seen
enough data to use the memory.
While small Linux servers avoid this scenario, that does cause all
kind of problems for the workload inside Linux because stuff will not
fit.

You can do a lot with proper tuning. This has been discussed often on
the list in detail, but it might be easier to start reading the IBM
