I'll file that away for future reference, however this explains why YaST would
not have picked up the libapr dependency at re-install of apache. It
wasn't removed when apache was un-installed, therefore the rpm database and/or
whatever yast uses to keep track of things, would have returned a
version match and not done anything.
is it withn the realm of possibility that the corruption happened weeks ago but
Apache was holding libapr in-memory during all this time and this only
became aparrent after the reboot to lower the memory footprint? If that's the
case I suspect I know who did it and when.

I was going to recommend doing an "rpm -V libapr" command before you did
the re-install. It would have given you an idea of what file(s) had
been changed since the original install. That might have given you an
opportunity to figure out when the corruption happened, and perhaps who
was on the system at that time.

Re-installing the libapr at the same level seems to have solved the
problem, though I am at a loss to figure out what could have damaged it
in the
first place. Now the person who actually owns the apache2 instance is
going to put things back the way they configured it in the first place
and see
if everything works.
