VM user MONWRITE is not accepting send commands from your Linux machine. Giving 
your userid operator
privileges will not change this. You need to add your userid to the list of 
userid's that user
MONWRITE will accept sends from.

I tried to issue vmcp send commands but I am getting the following error:
# vmcp send monwrite begin
HCPSEC068E SEND command failed; receiver has not authorized sender
Error: non-zero CP response for command 'SEND MONWRITE BEGIN': #68

I suspect that the guest I am using is not authorized by zVM to issue
such command.   I am not a zVM systems programmer but I suspect that
if I ask for the Linux machine to have zVM operator rights, they
systems programmer might laugh me out of his office.
Any suggestions on how I can implement the procedure outlined by Tom
Driscoll.
