Yes, you need to add paging disks to z/VM to support the increased demand through the VDISK. For good paging performance you need to remain under 50% in use. For safety you might want to have at least enough allocated to lay out all virtual machines and VDISK space. Remember that only an unused VDISK is almost for free. When there is some occasional use, it will eventually require the full VDISK to be backed by the paging subsystem. I have some ideas to address that, but it is not ready yet. That's why we build swap space out of multiple layers of VDISK. Proper instrumentation helps you manage this through reports and alerts. Your performance monitor can tell which VDISK is being used. It is very well possible to react on excessive use of swap space by halting the virtual machine or what else your SLA requires. This allows you to run a more cost effective configuration and still sleep well.
