I hate it when they do that. :-( My vote is for /etc/localtime to be a relative sym-link to the real zone file. The downside is that /usr might be in its own FS and therefore unmounted in early stages of boot-up. Too bad! File timestamps are not affected and services like syslog (which might record times in plain text and therefore need the zone info) should not be started before your local filesystems are all mounted.
