I have never seen in documented but I am told that df lies about the available space in root. The system keeps 10% of root for itself, just in case.
I would love to see something definitive. Weird item. The following shows the df command being used. The second time it is used, it has 0% available. But then keep following the "Used" column, and it is still increasing. How can "Available" be 0 blocks, but I can still get more?
