This is SLES9 64 bit SP3 with ext3 file system.

When you format a filesystem you allocate a certain percentage of
blocks (default 5%) for root's usage.

That percentage is not calculated into the Use%.

The idea is that the filesystem fills up for ordinary users before it
fills up for root, so root has a chance to fix it before something
dreadful happens.

Which it's about to.
