It would seem unfair to count fixes to products over which the OS vendor
has little/no direct control...

I also wonder about what, for these purposes, comprises "RHEL." Do they
count everything on the set of CDs?

My RHEL5 beta has more software to have bugs in than either my XP
Professional DVD or my (Evaluation) Windows 2003 Server.
