"The VM Monitor" is the part of CP that collects raw performance data
generated by virtual machines and from CP himself.  That data is consumed
by performance monitoring software (e.g. Performance Toolkit, ESAMON) and
regurgitated in a more usable form.

Not to be confused with "virtual machine monitor (VMM)" which is a generic
term for something that manages virtual machines (e.g. Xen's Dom0).
