You can use SET SHARE to put a hard or soft limit on the Oracle
server, but that is often a fight with no end. If you cap each virtual
machine to the point where there is enough resources left for others,
you also slow it down artificially when there is no shortage. Earlier
this week we were involved with a situation where such hard caps were
used, and removing them has solved the issues. Much more attractive is
to ensure critical system services get their share, and have the rest
divided over the requesting applications based on business priority.

More likely that something else is preventing the others from running.
If you have performance data, I am willing to look at it.
