If Linux reports 10% usage and a steal time of 90% then its short on CPU, if the sum of the usage and steal time is not close to 100% then there is spare cpu time that could be used by the Linux processes. This can be concluded inside Linux, you don't need an external monitor for this particular problem. -- blue skies, Martin.
