If you are at the latest levels and your Linux tools already show the
steal time... that probably holds for the tools where IBM was
interested to make the enhancements. ESALPS has been doing this since
SLES7 or so. You would be surprised how many people have good reasons
not to run the latest levels yet.

And when you have ruled out excessive CP overhead for that virtual machine.

But the next question often is *why* - something that can be answered
with the VM monitor data (and again the Linux detail from those other
virtual machines).
