To me an IFL-only partition would a be Linux-only partition, as you can't run 
any other guests (besides a 2nd level VM). Well, you could run VM without Linux 
guests on an IFL-only partition and thus call it non-Linux-only. But I doubt 
there would be much VM-native payload these days to justify paying for 
full-capacity IFLs.
