IDX TERMINATE code 0xF6 has nothing to do with the presence or lack of a
virtual device.  It means the device driver requested a "mode" that the
adapter doesn't know how to do or is unable to comply.  E.g. it is trying
to use Layer 2 on a layer 3 NIC and VSWITCH.
