Think that means we've got our 7000, but it just isn't in use yet (due
to the failure to config it), right?  Would we get this info if we lost
access to the vswitch?

Sure looks like you don't have a 7000.
What do you get with

If on a vswitch with no ESM, you may have lost your access.
Set vswitch nnnnn grant vmid

documented?  I've found a few mentioned in scattered postings online,

For those interested, we're getting the following when attempting to set
up the first Linux guest on a new VM lpar.  Oddly, this only popped up
after we had to reconfigure the ethernet settings (we had the DNS ip
address wrong) during the Linux installation, but now we can't get rid
of it.  (Even an IPL of the lpar didn't help)
