Thomas:

Whoever told you this was WRONG.

1) DB2 for Linux, UNIX, Windows will run on a CP or IFL.
2) You don't need z/VM (though if you grow, you will want it).

DB2 UDB LUW is priced on a value unit basis (z engines are 100
Value Units (VU) whether they are IFLs or CPs). While there is a
separate part number for DB2 for Linux on System z, the price is
the same and the license is transferable from distributed
platforms. DB2 LUW is a Passport Advantage product so the price
per VU depends on your PA discount level. Also, DB2 UDB LUW is
one of the products available for sub-capacity pricing on System
z so you could actually license this on a single CP (100 VUs) if
you have a single processor LPAR running DB2 UDB LUW.
