You indicate free FTP server, does that mean you're using Windows?
There's been problems with Windows FTP servers.

Do you have any access to a Linux on Intel or other Unix platform to
store the disk images?

On the other hand, there is a SLES10 starter system available from
Novell that installs directly on z/VM that is itself a Linux virtual
machine that can be used as an install server.  It can be downloaded
free of charge from Novell (as long as you are licensed or trialing SLES).
