Yes.

Although, as David points out, for scalability, it really is better to
keep this stuff centralized somewhere.  LDAP+krb5 (plus Microsoft
schema extensions, alas) is pretty much the way to do this these
days.  Not that AD is the *best* answer necessarily, but it's an OK
answer, and it's pretty ubiquitous.
