Because that's what an Enterprise distribution means: stabiity.  Security fixes 
are back-ported, bugs are fixed, etc., but as much as possible, new package 
versions are not shipped over the life of that level of the distribution.  It 
saves everyone (except the distribution provider) a lot of hassle in terms of 
not having to certify a platform multiple times, not having strange application 
problems develop, and on and on.

No.  Just install maintenance, but not on the starter system itself.  That's 
intended to be an appliance that you don't have to mess with much.  Install a 
new guest using the starter system as the installation source, and then put 
maintenance on _that_ system.
