When you reran SLES using the install kernel, it generated a new set of SSH
keys. Your client is (correctly) complaining that the entry it has no longer
matches what the server is providing (which is true).

Edit /root/.ssh/known_hosts and remove any entries for 172.16.28.63. Save
the file and then try your ssh session again.
