I tried both mode=1 and mode=2. Neither one seemed to make much of a difference in getting the reception of packets to balance over the two NICs. (I saw some traffic on the other NIC, just not very much). I guess that's not surprising, since the Linux system has no control over what interface a packet arrives on, just which one it sends on. That part, transmitting, seemed to work just fine in terms of being balanced.
