When you make copies of the volumes, you have duplicate volume labels and a time bomb ticking. So you would have to change the volume label of your copies (and hope nothing happens before that, which is why I avoid that kind of simple duplication). And when the labels change, you need to make corresponding changes to the system configuration file, the directory, etc. I don't think a statement like "identical to first level" is helpful in this. However, installing a new release of z/VM in a 2nd level system is sort-of similar to what you would do for a bare metal install (except the definition of the virtual machine to do this - CLASS G please!) That new release will have new volume labels for the system residence volume etc, so you could use them as shipped (as long as you run only one). Once you're happy with that new release, you would bring the new release into production by merge of the old production system and the new system.
