This is ringing a vague bell from years ago.  Just an idea - try
formatting the disks before you get to that point.  I believe I used
CPFMTXA and just formatted cylinder 1.  But you could also attach the
disks to another Linux and use dasdfmt.  By chance were these disks used
previously by Linux and did they have any logical volumes on them?  As I
recall Anaconda didn't want to touch the PV signatures.
