That EXEC is a REXX program, which I am fairly certain is meant to be run on 
CMS, not z/Linux. Just from looking at the comments in it, it places files into 
the z/VM reader so that you can IPL from the READER (usually 00C).

This is sort of the equivalent of booting from a USB stick, or LiveCD.
