Problem solved.
This was exactly the problem. vsftpd always forces a binary transfer by
default.

I uncommented these lines in the vsftpd.conf and that solved it:
ascii_upload_enable=YES
ascii_download_enable=YES

Note that this is saying the transfer is going to be in binary mode, not
ASCII.  What FTP server are you using?  (I'm guessing vsftp which IMO is
braindead in this regard.)  You might want to consider "pushing" the files
from wherever you have them to CMS, instead of pulling them from CMS.
