Absolutely. That's why those controls are there in z/VM. I personally would avoid using LIMITHARD unless absolutely necessary. (I'm not a performance expert in any way, shape, or form, so take this with some salt.) If you use LIMITSOFT, and your important Linux guest(s) aren't using the processors, these other images will be able to use that additional capacity. I always find it frustrating to see my lower-priority guests chugging along slowly because of a LIMITHARD, and the whole machine is otherwise pretty idle.
