Perl was ported to OE more than a decade ago and saw use on OpenVM and on OpenMVS (USS). I am not a strong Perl follower, but would be shocked and saddened to learn that it was no longer viable on USS. (I know one guy who was doing some serious QA work with Perl on USS at one point.)
So ... sure ... Perl should work fine on EBCDIC operating systems. As Mark said, the mainframe processor does not require EBCDIC and Linux on the mainframe is an ASCII beast. Same for Solaris on the mainframe and AIX on the mainframe and UTS (which is a mainframe-only Unix).
