Thanks for all answers, I think I have used -d cdl
compatible disk layout, due to some obscure vm reason, don't remember
the details.
So I will try with -d ldl instead, but that will have to wait for the moment.

Try those steps:

1. attach DASDs (e.g. #cp def t3390 <vdev> <cylinders>) to VM guest
2. set DASDs online
3. perform lowlevel format with "-d ldl" option
4. set DASDs offline
5. load "dasd_diag_mod" module
6. set DIAG on for those DASDs

echo 1 > /sys/bus/ccw/devices/0.0.0400/use_diag
echo 1 > /sys/bus/ccw/devices/0.0.0401/use_diag


7. activate DASDs

chccwdev -e 0400,0401


lsdasd
