Possibly, although IBM aren't helping, since they've discontinued packing
DB2 in RPMs for the newer versions.

I'd actually prefer Oracle (and IBM) to ship spec files alongside
their binary installers, so we can easily modify them for multiple
parallel installs or other customisation.
