I expect what you're going to have to do is export your oracle database
to a local filesystem (with the CONSISTENT=Y option) just before your
take your snapcopy, and force a disk flush (sync command). So long as
the dump + flush finishes before the snapcopy, you should be able to
restore oracle from the export.
You can probably arrange your export script to send some form of alert
to your snapcopy process when the export is done, using some of the
tools in the s390utils package ('vmur' and send something to the
account's spool, 'vmcp smsg' ...).
