Linux distributions (on all architectures) are usually built with the
instruction set to the lowest model they support, otherwise they would
require a multiple of currently needed resources for their
infrastructure. The exception can be few of the vital libraries (glibc,
openssl) and the kernel that existed in Fedora in i386 and i686 versions
while the rest was i386.

For RHEL >= 6 and Fedora >= 14 on system Z it's set to z9 or better.
Other question is whether the new instructions are supported by the
compiler/assembler toolset so user built applications can benefit from
them.
