On any distro release, the lsqeth utility from the s390-tools package
can display the card_type. This attribute contains the link speed, but
only for real OSA, i.e. dedicated / direct-attached to z/VM guests.
In my following example, I used a dedicated OSA with 1Gbps Ethernet.

Please find documentation of possible card_type values in

chapter (page 107) -- or alternatively any other recent device drivers
book (the older version matching SLES 10 did not yet document the
card_type attribute).
If you use virtual OSA, i.e. through z/VM VSWITCH, then you would have
to check the link speed of the VSWITCH uplink OSA(s) (RDEV(s) and/or
portgroup) under z/VM.
I don't know which source velocity uses to determine the network (link)
speed, but the above described method should provide reliable
information directly from the qeth device driver.

Upgrade to SLES11 SP1. The version of ethtool in SLES10 doesn't
