Based on the fact that he gets DISPLAY set properly when using ssh -X, I would guess "yes." Now, there are a number of other packages that need to be installed for the YaST GUI to work, as opposed to the ncurses interface. Those might not be there. "bash -x /sbin/yast2" will show some of the tests that are made to figure that out.
