If, from your Linux system, you execute "env | grep -i proxy" and anything 
shows up, that is possible.  If you do need those proxy values set, then make 
sure the no_proxy list contains any systems within your network that you need 
to access.  Alternatively, for the purpose of just getting this figured out, if 
you do "unset ftp_proxy" and things start working, then you'll know.
